Hmmm, a good question. I'm sorry, but I simply cannot make a confirmation.
The weapons switch in the cockpit only lists "guns," thus all guns fire at once. The only other switch setting is for bombs.
I'm sorry, I forgot about the rocket setting on the switch, but the rockets are attached to the same hardpoint as the bombs, so they must be used in place of bombs.

Anyone ever fly the MiG-17 in Jane's USNF '97 aerial combat game? If I remember correctly, there was no separate toggle for the 23mm/37mm, so you had to fire all guns or none. Which would seem to support what Anonymous has stated.
One thing to remember, the two guns fired projectiles with very different ballistic charactaristics. The 37mm cannon round was obviosly heavier but it also had a slower muzzle velocity. I don't know for sure but I imagine the 37mm cannon was inclined to fire at a slightly geater upwards angle thant the 23mm. This would focus the fire at a fixed point in front of the MiG. I can't imagine there would be any technical obstacles to firing the guns simultaneously and given the importance of the MiG-15/17's primary role as a bomber destroyer, I am sure it could do this.
